Bali Security Council to be Established Shortly

All components of the Balinese community—government and House of Representatives, entrepreneurs, public figures of several circles—entirely support the idea of the establishment of a Bali Security Council. This idea was proposed by Bali Chief Police, Inspector General (Pol) Drs. Made Mangku Pastika in a special meeting at Wiswa Sabha Pratama at the office of Bali Governor not long ago.

Made Mangku Pastika is indeed well known for his strategic breakthrough in the security field to protect the society of Bali against terrorist attacks and other forms of crime. Post-bombing of three years ago—now popularly known as Bali Bomb I—he designed the hotel security system. While, today—post Bali Bomb II—he offers the establishment of the Bali Security Council. This offer acquired positive response from civil authority (governor, regent/mayor across Bali), chairman of Bali House of Representatives and that of other regencies/municipality all over Bali, entrepreneurs that belong to the Chamber of Commerce and Industry, principal assembly of customary village and religious figures in Bali.
Joint endeavour and commitment to create Bali as secure has been frequently put into discourse but no actions at all. “Now, the government is to take action in regard the security aspect. I am immensely proud of this. Moreover, having heard positive response from Bali Governor through his Deputy Governor and the Mayor of Denpasar, I am getting happier,” said Made Mangku Pastika after hosting the visit of Denpasar Mayor, AA Puspayoga recently.
Security systems in Bali, according to Mangku, should be renewed persistently through the establishment of official institution that is assigned to discuss intensively the format of defence against terrorist attack. Integrated security system that is labelled with Bali Security Council will be set at the provincial, regency and sub district level. Elements involved consists of the executive, legislative, armed forces, police and other social components. “In short, all social components are involved,” he added.
Being asked about the existence of boarding house that is sensitive to be infiltrated by terrorist, Pastika judged that demographic administration system of local migrants has not worked well in Bali. Data collection of the urbanists in Denpasar and Badung, for instance, should be executed precisely. Government of Badung Regengy and Denpasar Municipality is asked to produce shortly Regional Legislation that controls boarding house, including documentation of its dwellers along with photograph and other relevant identities.

Mangku Pastika also offered that Bali Security Council would involve ‘honorary police.’ Such unpaid officer could be taken from group figures. For instance, an Australian tourist appointed the ‘honorary police’ to scrutinize tourists from such Kangaroo Country. “So do for local migrants, there will be member from Lombok, Java, Jember and so forth,” he said.
In the meantime, the Mayor Puspayoga said that Denpasar that was flocked by the urbanists should have integrated security system. “As a result, we entirely support the offer of Bali Chief Police,” he said following the meeting with Bali Chief Police that talked over the pattern and strategy to secure Denpasar.
Medium-long term target
The establishment of Bali Security Council, according to Mangku Pastika, was the long-term target. “If possible, it should have been established within this month,” he said. In the meantime, for medium to long-term target, apart from improving the skill and quality of the existing security officers, we should absolutely take advantage the application of sophisticated technology. “It is important as human may be nonchalant when the condition has been conducive, while technology works constantly as long as it can function well,” Mangku asserted.For that purpose, the government of Bali Province is necessary to produce Regional Legislation that obliges private companies to set CCTV, aside from recruiting security officers in accordance with their objective needs at each company. “So, CCTV in each company comes to be the responsibility of the company’s owner, on the contrary, the establishment of CCTV at strategic places or public sphere as markets, terminals, tourist objects and attractions of the government,” so proposed Made Mangku.
Other smart ideas pertains to security affairs; specifically intended to new private company is the obligation to perform security analysis. For these days, they are just obliged to comply with the license to build and analysis on environmental impact. Meanwhile, in the medium & long-term, except for those licenses, it needs a regulation that obliges every investor to comply with the security analysis.
