Upwards, We Should Be Firmly United

Introduction
Tri Hita Karana Tourism Awards & Accreditations (THK Awards) in 2005 is five years old. However, there are people still putting it into question, “What is the background of executing this program? Why does this program target hotels? Does not the hotel ‘only’ appeal for capital and profit/loss, while THK puts forward harmony and togetherness principles? Is it possible that both poles—capital and profit on the one hand, while harmony and togetherness spirit on the other hand—can coalesce? So, what is the concrete result of the THK Awards after five years?
Bali Travel News, starting from the 14th edition carries comprehensive articles around the carrying out of THK Awards. Based on the background of the program launched, its method and execution mechanism up to the positive impact comes into view after five years.

Security problems in terms of Tri Hita Karana perspective is predominantly associated with the pawongan aspect (social subsystem). Moreover, if it is related to bombs, its subject and object are human. The assembler and executor of the bomb are human, so are the victims, party that has obligation to chase, capture, bring to justice and execute the doer.
Therefore, it is not only the problem that goes around the human aspect, but also its solution. For that reason, the organizing committee of THK Tourism Awards & Accreditations proposes 6 (six) key points of opinion pertaining to security problem to the government of province, regency/municipality across Bali.
Firstly, the government of a province, regency/municipality throughout Bali along with social prominent figures should be more harmonious and be firmly united to struggle upwards in order that Central Government, apart from proving sympathy on the humanity tragedy (Bali Bomb II), delivers financial assistance and more specific authority to maintain the security of Bali;
Secondly, it’s the time to leave the temporary-conventional security course of action and replace it with the more programmed, consistent and integrated security system by taking advantage the sophistication of technology. The use of technology is meant to press down the attitude and behaviour of temporary-conventional security handling. Bored, conventional and temporary attitude and behaviour, in general, occurring when the security condition is better tends to generate the inattentiveness of the officers. This will not come into being when it uses technology.
Thirdly, Government of Bali Province needs to render appropriate assistance for provision of facilities and infrastructure for the sake of smooth running of Bali security tasks.
Fourthly, Government of Denpasar Municipality, Gianyar and Badung Regency of which regional income is dominantly from hotel and restaurant tax should separate out some of it for Bali security other than persistently improving the security at strategic tourist area at their own territory.
Fifthly, other six regencies in Bali that receive the contribution of hotel and restaurant tax from government of Badung Regency, namely Karangasem, Bangli, Klungkung, Buleleng, Jemberana and Tabanan should also set aside some amount of it for the activity of Bali security except for increasing the security of strategic tourist area in the six regencies.
Sixthly, it needs real coordination that is more harmonious between entire government apparatus in Bali and customary village officers in relation to the population and local migrant control as a preventive action to create smoother, more dependable, constant and sustainable security.
With the exception of the six opinions above, people’s care at every customary village—especially those who run accommodation boarding house, house leasing business and the like—needs improving. It means that they are more selective and in case there is suspicious indication among the guests, they should report it to the authorized institution.
How the Balinese respond to the violence like the bomb tragedy, either that of the last three years (Bali Bomb I) or the latest (Bali Bomb II), should be upheld and even improved. We mean here that attitude and behaviour that keep a distance from ‘violence versus violence’ should be upheld and flourished.
For instance, if others exploded bombs, the Balinese (Hindu) pay homage and perpetually reflect peace. This does not necessarily mean that all problems are resolved merely by paying homage or rituality. It is only intended to keep them away from ‘violence versus violence’ behaviour, while other activities cannot be ignored. If the daily activity is made sluggish the bomb executor will laugh at. Hence, the ways ‘to keep away from violence’ should be upheld and flourished. By chance, the way ‘to keep away from violence and attitude that put forward peace’ aside from being able to attain ‘the awareness of fellow devotee’s inner self’ also draw the sympathy of world community.
