Tourism
To Underpin the Development of LPD
Rapid growth of tourism at Sanur Village
delivers contribution to the passage of
economy of Sanur community. It is discernible
from the development of several lend-save
ventures belonging to Sanur Village, like
the People’s Credit Bank (BPR) of
Sanur with the shareholders consisting of
the entire community of Sanur, Village Credit
Union (LPD) occurring at three customary
villages and tens of cooperatives managed
by every hamlet throughout Sanur Village.
According
to Ida Bagus Sidharta Putra, Head of the
Sanur Development Foundation, bank, LPD
and cooperatives mentioned above play important
roles in circulating the economy of the
Sanur villagers. However, these institutions
greatly depend on the condition of tourism
sectors. “If the tourism business
experiences any problem, all of these institutions
will suffer from its impact,” he said.
Pertaining to the existence of LPD, he explains,
it provided straight financial assistance
to all Sanur villagers, as the realization
of the credit did not count on any guarantee
like normal banks do.
A tourism businesspeople that is intimately
addressed Gus De, adds that the economy
of the Sanur community is just like a cone.
Its pointed end represents the rich that
mostly get in touch with larger banks. Then,
in the middle lies the mid-class community
that relates to BPR. Meanwhile, the bottom
side amounting to significantly large portion
is the mid-class and the lower class or
those of indigent community mainly relying
their life on the LPD.
Head of Intaran Customary Village, AA Kompyang
Raka, added that not all of his community
depends on the tourism sector. Of the 2000
households, 30% of them remain to work in
productive agricultural sector. “They
all highly depend on the LPD as this institution
distributes its credit without discrimination,
either to tourism businesspeople or to farmers,”
he said.
Remarked, other than holding up the economy
of its community, the LPD Intaran also gave
contribution to the village development,
either in the sector of parhyangan (temples
and its rituals), pawongan (education of
the villagers) or palemahan (environmental
clean up and re-greening).
It was justified by the Head of LPD Intaran,
I Gusti Made Rumatenaya. The role of the
LPD is remarkably important as it aims at
providing prosperity, alleviating the onus
of customary villagers and removing the
usurers. LPD Intaran has been in operation
since 12 January 1992 and nowadays it has
34 employees. Its commencing capital was
assistance from of the Bali Provincial Government
making IDR 2 million and IDR 5 million from
the donation of Intaran Villagers.
Since its establishment, this LPD keeps
on flourishing though in the year 2006 the
Bali tourism once turned lethargic resulting
in the decrease on the paying of credit
installment. Types of credits on offer are
the purchasing of motorbike, house and other
property. Particularly for the borrower
over IDR 50 million should involve a public
notary. Most of its customers are running
the trading business at markets or Sanur
Beach, hotel and restaurant employees and
farmers across Sanur.
Profit of the LPD Intaran is divided based
on percentage. Of the total, 60% is allocated
for the development of the LPD itself, 20%
for village development, 5% (the Regional
Government), 10% (production service) and
5% (social fund). “Every year, coinciding
with the anniversary of the LPD, the profit
is distributed to 19 hamlets throughout
Intaran Village,” he added.
This LPD Intaran has 5,934 savers consisting
of 4,747 volitional savers, 938 compulsory
savers and 249 savers of Pusaka Mas program.
Additionally, it has 478 depositors and
975 debtors that pay their installment monthly,
140 daily basis credits and 22 R/C credits.
Total asset at hand in 2006 has reached
IDR 25,071,724,962. (BTN/015)
