EU Climate Strategy Undermines
Poverty Reduction Strategies

Bangkok - Research released this week at a UN meeting in Bangkok to develop a new global strategy to tackle climate change warns that the strategy being pushed by the European Union would harm efforts to eradicate poverty in poor countries. The World Growth report entitled, “The Real Climate Threat to Developing Countries - Early, Deep Cuts in Emissions,” demonstrates that Europe’s call for steep reductions in emissions to reduce world economic growth by one percent would cut economic growth in developing countries in Asia between 12 and 15 percent.
“No Government in Asia could adopt that strategy knowing it would increase, not decrease poverty”, said Alan Oxley, the Chairman of World Growth, Non-governmental organization, which published the report, Tuesday (1/4).
The European case is based on claims by the British official, Sir Nicholas Stern that the cost to developing countries of deep cuts is low. On that basis the EU is arguing that unless deep cuts are imposed soon, the poor countries will be hurt most. Most development economists considered that to be one hundred percent wrong. They point to the work of Professor William Nordhaus at Yale, one of the world’s leading climate change economists, which show the Stern strategy would hurt developing countries most.
World Growth believes Nordhaus demonstrates that the best way to reduce emissions is through a succession of small reductions of emissions over a very long period. This would enable poor countries to continue to pursue high growth economic strategies to reduce poverty. When developing countries become wealthier, they can afford the costs of mitigation and adaptation. (BTN/*)
